Assembly Bill 1572, signed into legislation in October 2023, prohibits the irrigation of nonfunctional turf on specified properties:

The City of Pomona is here to help. In collaboration with the Metropolitan Water District of Southern California, we have rebates available to help you prepare for the irrigation ban.
There is a temporary rebate incentive increase of $7/sq. foot - act now!
Customers are encouraged to replace their nonfunctional turf with water-efficient, California-friendly landscaping. Thanks to state and federal support, the rebate incentive for commercial and public agency customers will increase to $7 per sq. foot of nonfunctional turf replaced starting September 1, 2025.

What is nonfunctional turf?
Nonfunctional turf is any living ground cover surface of mowed grass that is strictly ornamental and is not used for recreational or community purposes. This definition includes turf located within street right-of-way and parking lots.
This restriction DOES apply to:
- Properties owned by state and local public agencies
- Commercial, industrial, and institutional properties
- Homeowner associations, common interest developments, and community service organizations, or similar entities
This restriction DOES NOT apply to:
- Single-family residential properties including those within HOAs. Residential customers may still water their yards using potable water
- Nonfunctional turf irrigated with recycled water
- Multifamily residential properties
- Cemeteries
- The irrigation of trees or other non-turf plantings
The State Water Resources Control Board (SWRCB) requires compliance certification:
- CII properties with irrigated areas >5,000 sq. ft shall certify to the SWRCB, commencing June 30, 2030, and every three years thereafter through 2039, that their property is in compliance.
- HOAs, CIDs, Community Service Organizations, and other similar entities with irrigated common areas >5,000 sq. ft. shall self-certify to the SWRCB, commencing June 30, 2031, and every three years thereafter through 2040, that their property is in compliance.
