General Information

City Council meetings are held on the first and third Monday of each month at 7 pm in the Council Chambers, located at 505 S Garey Ave, Pomona, CA 91766.

The City Council makes decisions about policies, programs, and services that affect daily life in Pomona. City Council meetings are held to conduct the City's business and allow Councilmembers to take action on the business discussed. City Council meetings follow state law which ensures meetings are open and accessible to the public. The meetings are designed for transparency and community input.

Structure of Meetings

Closed Session: This takes place prior to the open meeting where some confidential items, like legal matters, may be discussed privately between the Council, staff, and legal counsel. Any reportable actions are shared during the open meeting.
Call to Order: The Mayor opens the meeting and confirms a quorum is present.
Presentations and Proclamations: These are special recognitions issued by the City Council.
Mayor, Councilmember, and City Manager Communications: These are reports, announcements, and requests for future City Council Meetings.
Public Comment: Members of the public have the opportunity to speak on items not listed on the agenda but that are within the subject matter jurisdiction of the City Council. All other public comment for items listed on the agenda will take place during the specific section of the agenda.
Consent Calendar: This part of the agenda includes routine items that are may be enacted by a single vote. If discussion or a separate vote on any item is desired by a Councilmember, or if a member of the public wishes to comment, that item may be removed from the Consent Calendar and voted on separately.
Discussion Calendar: This part of the agenda includes items expected to prompt discussion. Each item is voted on individually.
Public Hearings: This part of the agenda is for items that legally require an opportunity for public input.
Adjournment: After all business is completed, the meeting is formally closed.

All items on the agenda have staff reports and supporting documents attached. Staff reports are communications prepared by staff to submit recommendations to the City Council. Staff may have presentations and Councilmembers may ask questions and discuss before they vote on an item.

Voting

Types of Council Actions

Ordinances: These are local laws adopted by the City Council that update the City's Municipal Code. Ordinances require two meetings, the first being the introduction and first reading of the ordinance and then adopting the ordinance at the second meeting. Ordinances must be posted after adoption and go into effect 30 days after approval.
Resolutions: These are decisions, opinions, and policies of the City Council that do not change the City's Municipal Code. Resolutions are formally drafted and usually go into effect immediately.
Minutes: Reflect the actions taken at each City Council Meeting for the official record kept by the City.
Other actions: Land use and development decisions, contract approval, budget appropriations, maintenance of City streets, parks, and public facilities

Public Comment- How to Participate

In person:

Members of the public can provide comments at the meeting by filling out a speaker card. Please indicate if you have a general public comment or if you wish to speak on a specific agenda item and submit your card to the City Clerk. You will be called up to speak at the appropriate time.

In writing:

Members of the public are welcome to submit public comments in writing to the City Clerk’s office via email cityclerk@pomonaca.gov. These comments will not be read at the City Council meeting but will be made a part of the public record and included with the meeting minutes.

Remotely (NEW):

Members of the public can participate remotely via Zoom Current City Council Agenda. Remote participants must raise their hand when directed by the City Clerk during the applicable comment period. The City Clerk will call speakers by the Zoom Name/Identifier entered when joining the meeting and will prompt you to unmute and turn on your camera when it is your turn to speak. If you go over your time limit your microphone will go mute.

In person public comment will be heard prior to remote public comment.
